Danger of garden refuse in Bike Lane

Uncollected garden refuse in the bike lanes (primarily Folsom Blvd, J St, H St) creases hazard for bicyclists, causing them to ride into traffic.
According to the city 311 operator the city reduced the pick up of loose street garden refuse to every other week; despite their website stating every week:
Please follow these guidelines for Non-Residential Garden Refuse Collection:
Place garden refuse material at curb by 6:00 AM.
Place garden refuse material or container at least six feet from cars, utility poles, mailboxes, boats, trash and recycling containers, and other obstructions.
For loose-in-the-street collection, please do not place more than two cubic yards of material on the street for collection each week (the pile must be smaller than 3'x3'x6')
